It's already been explained that this will be an option in the shop when it's open, and it will cost a LOT of bells.

Again, Jeremy's working on it. I think he said it's more difficult to do it the way it was done on Zetaboards the same on vBulletin, but there may also be an option to buy the colour you want in the shop.
