I don't believe emulators themselves are the issue, it's the copyrighted roms.

true. i supposed both were off the limits though since the emulators can be "copyrighted" too.

Emulators are 100% legal and should not be against any rules to discuss or link to. The ROMs however....that's a bit of a grey area, and typically linking to them is not allowed anywhere. Discussion should be fine, sharing the actual files isn't. I've asked Staff their stance on the subject, awaiting a reply.

To answer the OP's question, this is a list of the best emulators available:

SNES: Zsnes
Gamecube/Wii: Dolphin
PS1: ePSXE
PS2: PCSX2
DS: DesMuMe
GBA: VisualBoy Advance
PSP: PPSSPP

It's best not to talk about it. And I don't know if this is allowed in the forums.

I've never actually heard of anyone actually being arrested or going to jail for having an illegal rom though.

As long as you actually own a copy of the game :/
Don't emulate illegal roms that you do not have a physical copy of.
