Okay, when a villager asks to move then says they are not, just quit the game without saving and try asking him again. If still with the same result, do not talk to him and talk to the other villagers. If they mention that the villager you want out is moving, then save and leave it alone. The villager will be in boxes on the day he said before he changed his mind. Just telling you this so what happened with the Colton auction doesn't happen again, cause its a waste of time for all involved. Not at all criticizing you or anything, but you need to know this.
