Hello Rock, I have some information regarding Biskit. I recently just bought another copy of Animal Crossing New Leaf and Biskit is one of the villagers on the copy. So basically both the cycling town and the 2nd ACNL Copy both have Biskit. The Biskit of Town #2 is in boxes and is ready to be sent on your way. But there is a risk, there is a chance that Town #2's copy of Biskit is not in original condition. My cycling town has a slight delay in a reservation so it might be 1-2 days longer.

So whichever you choose to do is entirely up to you, just thought I'd give you the heads up, thanks.
