10th plot on island question

In earlier games, the 10th plot in your village could only be filled by someone you invited there and not random villager suddenly moving in.

Is this the case for New Horizons too? I did have my 10th plot filled from random villager, which I can understand is normal the first time it happens, but does it also apply afterwards?

I had Hazel move in as my 10th villager. I now have Buzz wanting to leave, which is fine with me, as I need the a free plot for a dreamie waiting for me, though I'm worried that if I let Buzz leave, the plot will just be filled in by some random villager again, before my dreamie is ready to move and I need to wait for someone else to move;;

So question is. If I let Buzz leave, will my 10th plot again be filled by some random villager?
 
The 10th plot will be filed by some random villager within a few days so you have a small time frame to find the villager you want and invite them to live on your island.

Your case might vary but this happened to me. Frita was ready to move out and was in boxes Day 0, Day 1 her plot was empty, Day 2 the sign said Katt was moving in, to my surprise. I didn't invite her into the island, she was a random move-in. Day 3 Katt arrived in boxes.

It could have happened because, with Frita gone, I was missing an Uchi in my island, so it fast-tracked moving another Uchi in. But it could also just be the case that an empty plot will immediately attract a mover. Again, your case might vary.
 
Hmmm true that;

I think I might end up doing a "TT" and change the clock on my Switch, so it never becomes the next date after Buzz left, to avoid random person moving in until dreamie is ready :'D

Or see if anyone moves in and then TT forward, to make a new villager move and open a plot, if dreamie is ready when I don't have an open plot;

It really makes it more complicated, if the 10th plot doesn't stay empty, like it did in New Leaf.
