10th villager questions / glitch?

I heard you will only get 9 villagers, when you build the campsite you will be able to get a 10th villager and only this way could that be done. We have the campsite and had someone in there (the black horse), we refused that he moved in.

Now just yesterday about 3 weeks later, a 10th villager moved in all by herself (Lucy, the white pig).

So my questions are:

- Was that a glitch and was she no supposed to have moved in?
- Can I still get campers now that I am at 10 villagers?

It's not a glitch. The tenth villager can also move in via streetpass and wifi/wireless play. And yes, you will be able to get more campers. They show up randomly throughout the week like any other visitor.

Yeah, I found out they can come from other villagers as well, that IS what happened. thx about the campers info as well.

Question;
So my 10th villager just moved out, am I safe for the next few days? I hope to convince villager from someone else's town to move in, but it would suck if someone instantly moved in.

Should be fine, unless the other person has someone who moved out recently and no one picked them up. I suggest turning off your wireless and playing like that until you are ready to get the villager from your friend.
