I heard someone say you can get it after you beat the petalburg gym but that could be wrong. Regardless I feel your pain. Been playing through with a shiny lopunny hoping to see it's mega the whole game :,)

I would help you out if I were farther along. But to get access to the area it's held you need all 8 badges and calm kyogre/groudon. Still two badges away.

you don't need all badges, just calm down kyogre/groudon I got mine before I beat the 8th gym

you can get it AFTER you beat watson. you go back to mauville and hell make you go on a small sidequest to new mauville. you get access to the apartments on the 2nd floor and theres a guy with sunglasses there who will give it to you.

Ah you actually can't get it till after your confrontation with Groudon/Kyogre. My problem is that I like playing the game while the Super Rain is going on and want it to last a while so that means no mega stone till I give that pipe dream up.
