Will I need an empty plot to invite a villager, or will they be able to move right into the spot someone in boxes is?
 
If a villager leaves your town they will leave behind an empty plot, and you can use that to invite the new villager. Be sure you go talk to the villager you want to invite the day the old villager has left and the plot is empty though, as if you wait more than that you might get a random move-in instead.

Thanks. I will go ahead and try and get a 10th villager, just to boost the chances of getting Bob out for trading. And just TT to the next day after the person picks him up so I can pick up Ankha. (Hopefully I can find someone willing to trade her for him.)

You can't get them if your villager is in boxes?

I'm not entirely sure, but I don't think so. I believe you can't have a villager move in while another is in the process of moving out. To do it I guess you would have to set up a new empty plot and invite a villager there, but then the next day you'd have the leftover empty plot from the villager that was in boxes and you might get a random there.

I wouldn't risk it though, just to be safe, and especially with all the bugs relating move-ins and move-outs. I would make sure a villager is completely gone and their plot is empty before trying to invite a new one.
