About villagers moving out and moving in

So I have my 10 villagers but one is moving out today. I want a certain villager, by island hopping.
So I want to know how to do this without another random villager moving in.

Do I find a villager on a random island THEN place a plot? To prevent a random from moving in?
How does the campsite work?
I remember the first time the campsite had someone, they didn't rotate out and I was forced to move them in. But I feel like it shouldn't happen after.
So does villagers in campsites rotate out now and only move in if you talk to them?

So what I'm asking is what is the protocol for a new villager once your 10th moves out
 
The best way to "ensure" that a nobody moves in before you can go island hopping is to start your island tour the day right after a villager leaves. It's unlikely someone will move in the very next day, so take that chance.

You no longer need to place plots. After your villager moves out, the plot stays.

After the first camper that was forced on you, they will now change on an irregular basis.

Basically it looks like this once you have 10 villagers:

Villager asks to move out -> Plot is empty in 2 days -> Go island touring and hope you get someone you want -> Rinse and repeat.

The campsite is a thing, but I don't really care to count it because it's so uncommon for me to get a camper anyway that I just island hop.

Do they no longer move into the campesite before moving in? So if I don't find anyone and days go by, and new villager will just move in without going in the campsite first?

Oh no, the campsite works. You'll get a camper sometimes and maybe it'll be someone you like. If you do want the camper, you get to invite them to move into your town like the first camper, so don't worry. I just meant I rarely get any campers is all

Ohhhh okay! And if I don't find anyone, the game will move someone in randomly eventually?
 
So what I've accomplished yesterday is
a) got my camper to move in and placed his plot
b) bought another plot from Tom Nook, placed it and went Island hopping where I recruited Boyd.

From what I know, you can buy 4 plots in one go but you can only recruit one Island villager per day. So even though you got 4 plots, villagers won't spawn on the island after you recruit your first one on the same day.

So today, I plan on going on more island tours to recruit another villager.
But yes, a plot needs to be placed before they will appear on islands.

I hope this clears things up.
I'm not sure how early a random will move in if you don't recruit anyone from the islands though but to be on the safe side, I'll go on a few tours and try to find someone bearable at least... lol.

Also everytime a villager I want to move/I have been ignoring gets the cloud over their head and think "what should I do?"....when I approach them and talk all they do is give me a gift and leave. They don't inquire moving out. Whaaaat am I doing wrong? lol!

I just want my villagers...the ones *I* want...LOL! The camper is an ugly hamster whose name I don't care. haha!

Yes, the first camper needs to move in in order for the story to progress.

Not talking to villagers won't make them move.
Move-outs are random and I think you need at least 8-9 on your island to trigger the first move out.
The bubble over the head doesn't necessarily mean a move out but IF they want to move out, they will always have a bubble.
Furthermore, no villager can move without confirming with you first.

I just had one villager moving out, it took 3 day for a random (Rhonda) to appear. During this time I did 7 island trips and always found villagers on them. hope that helps you. =)

She was one of the tutorial villagers
She was moved out naturally
Molly is normal and was replaced by Rhonda, another normal.
I did the first two requests for Merengue (Normal) by amiibo during that time.

lol no not yet. I just let Rodney move in...and I haven't put down the 7th plot yet. Can I start looking for good villagers now before I do? Or do they *have* to be more randos?

So I currently don't have an open plot, but there are only 9 villagers in my town. I reserved one plot in case a camper I really like shows up to ensure that I have room in town.
Do campers even show up when there isn't a free plot available? Technically, there's still room in my town...

Yes, they do show up, but be warned that campers are rare. You could go many days before one turns up.

Has this been confirmed? Because if so this has now become my favorite animal crossing game by far. I lost 2 of my favourite villagers that id had for 3 years in new leaf because I didnt play for a couple of weeks in the middle due to work stuff. After that I just lost motivation to get back in because I couldnt recognize half my town.
