Yes, you can choose where villagers move by doing plot resetting. If you search for "plot resetting New Leaf" on Youtube, you are sure to find some amazing guides. I usually get done with it on the first day so i don't have to worry on the following days. You should also check for some villagers in boxes on fb, some groups even offer any villager you want for free (like Animal Crossing - Pay it Forward). Not only that but they also offer any item you want and they can also remove your rocks or change their placement and put plants in places where you normally wouldn't be able to by using some simple hacks that allow them to pick up anything.
You cannot place furniture outside in this game, but you can build Public Work Projects, some of which are prettier and more useful than any furniture you will ever see. To unlock them faster i recommend looking for the Diving Trick on Youtube, you should also the list of projects that are exclusive to certain personalities:

When it comes to storage, aside from the one you have access at the train station/interacting with wardobres or dressers, you can also unlock another one that you can only access inside your house by pressing the touch screen. Later on you will also be able to move furniture by using the touch screen.
Upgrading your house a few times also allow you to change the complete structure of your house to make it an european castle/a japanese castle/a mansion/etc...
By the way, i really recommend you create 3 characters and leave the 4th splot open for plot resetting.
More characters equals more design slots, more houses and more storages, not to mention you will be able to unlock Katrina's shop way faster.
A fun little things not everybody knows about: you can get miniatures by bringing complete fossil sets to Cyrus, he also makes golden set furniture out of 3 golden nuggetsn and music boxes out of giant shells and KK songs. The other ores are used for customizing furniture. The golden tools have improved effects so you might consider working towards getting them (the golden axe is unbreakable, the golden watering waters more plants and allows you to get golden roses, the golden rod/net makes catching critters easier, the golden slingshot shoots 3 pellets at once and the golden shovel allows you to plant money trees. The slingshot you get by shooting lots of balloons and waiting for the golden one, the rod/net you get by completing the critterpedia, the golden axe requires you to buy lots of sapplings from Leif, the Shovel requires you to buy 50 fertilizer (which you can only buy once you upgrade your T&T store fully), the golden watering can requires you to get Perfect Town status which needs at least 10 projects, i think 75 flowers and something around 100 trees (not too many tho as it might drop your ranking). You also have silver tools in this game which are better than the common tools aswell. Most of the silver tools you get by upgrading your museum, which rewuires you to donate a few critters/art pieces/fossils.
