Additional characters 'moving in'

Ok, so you can have 4 'townies' (players) in your town in town like in previous games, but as the towns are smaller, and there are community projects taking up space. I'd really want 2 characters in my town, but one more townie house may be one too many.

So I'm wondering if anyone with the game knows if it's possible to have new characters 'move in' to the mayors house. Or if they have to make a new house no excuses
