Advice on getting someone to move in?

I have this one panda Pekoe who's camped in my town several times and I really want her to move in badly. I have nine villagers in total but am unsure if I can get her to move in. When offered to ask her to move in she also says shes too connected with those in her town she lives in. So any advice?

If you just keep leaving the tent and going back in and talking to them they will eventually move! It took 20 mins of leaving and entering and talking to persuade pheobe to move in!

When she was there yesterday I spent about 20 or 1/2 hour trying to get her in she kept on refusing, after a while of loosing about 30k I left thinking it was hopeless. Does that mean maybe im at my limit for my town?

If you have 9 and no one fenced of areas that villagers are moving in to then no, you can still get 1 more. You can refuse their games and they will still move. Just jeep asking them, refusing games and talking to them and eventually they should come.
