Am I a dead beat mayor?

I have about 800,000 bells in my bank and bells in my pocket yet I haven't paid off my house or my illuminated arch at all. I don't even talk to my citizens like that. All I do is buy stuff for my custom museum exibits and shop for music, clothing and furniture. It seems that I am completely ignoring my tasks at hand and focusing more on my own personal pleasure.

Darnit, I forgot all about that. However, these are about my personal goals and tasks at hand that I am completely ignoring.

Then, if it bothers you, stop ignoring them?
It's your game, your town, and your experience. You decide what those priorities are, and how much dedication you stick to, with them.
I've taken breaks before. I've shifted focus from paying off my house, to PWPs, or even just supporting my own economy. That doesn't mean it has to be that way forever.
