Am I being forced to invite the camper to live on my island?

So I'm kinda stuck in terms of having villagers move into my island. After the 3 villagers moved in, I've managed to progress to the point that residence services is now a proper building. I built a campsite and a camper showed up, however, I really don't like the camper so I thought TTing forward will have him leave.

I've TTed a few days now (day by day) and the camper is STILL in the campsite. I thought I could invite someone from a random island and I've went to 5 different islands (10k nook miles rip) now and every time, there's no one there.

So my question is...is the game forcing me to invite the camper into my island to live before letting me meet new villagers?

I think so :c I have had the same issue. Once my 3 villagers were set to move in my islands have been all empty. I built my campsite and havent checked it today yet but I'm guessing we have to invite whoever is in there first to join the island to progress.
