eBay is great for picking up individual cards you can't seem to get ahold of. I ordered Jingle yesterday.

cool!I found that I can pre-order some cards from series 4 as well!
GameStop personally, they let me buy entire boxes. Toys R Us though was the WORST! They not only had about 60 or so packs available, mine is limiting me to TWO packs! Sure, hoard up 400 packs, then say there's still a 2 pack limit to the only person actually buying them from you!

You would think Gamestop would be worse. I've heard there's a 10 pack limit if you buy them online, but you can avoid it.
I hate the people who buy them all, I can only afford one pack every couple of days but a lot of times I got and someone's bought every single pack in one go, ****ing wankers parents give them all their money. I hate that ish so effing much, never leave any cards for the hard workin folk or the little guys. Like I'm still collecting series 1 because all these privileged ******** buy them out every week. Really inconsiderate.

Also, there are sometimes trading card shops that might sell them.

Series 1 was hard to find in the beginning but than people lost interest or Nintendo started sending more cards. The staff at Walmart offered a box of cards but I passed for Series 1.
For Series 2 and 3 I was able to buy a box from EbGames that is owned by Gamestops on release date. I arrived in the afternoon for Series 2 and no one purchased any cards. They were happy to sell the box.
Noticed that Walmart has at least 32 packages of cards hanging with the amiibo toys. I didn't buy any there but when I went back there was always a full stock of cards there. So either Walmart asked for more or people are not buying as many.
I stopped at a box of 18. You can trade online to complete your set. I bought one on Ebay that I couldn't find. The seller was charging a low price for a NPC.
I also have used an online site called Used(type in your Cities name) in Canada. Traded cards at a local coffee shop to be safe.
Read that they have a few Used Cities sites in the US.

I bought the majority of my cards from Gamestop. I could get some from Best Buy but they put a limit on how many you could buy. I then traded my douplicates on here under the post office so I have been able to complete all 3 of my series without having to spend a fortune in cards.

That's why if I want a box I order it online as a sealed box, not just buy out a store cause that is pretty rude.
I usually get mine off amazon because I can usually find the best deal + shipping there, I've checked ebay as well but haven't found good enough deals to go for.

As you can see the price is lower for earlier seasons and goes up from there. I've bought the box set of both 2 and 3 already and they came in a sealed and closed box and each box for me has contained the entire series in it. The boxes I got were both JP versions.
