An ex-villager of mine, Fang, has been hanging around for about a week now..

Fang has been in the shopping district for the past couple of days now. I never wanted him to leave so was excited to see him back. He says he has missed Hyrule. Do I have any chance of getting him back?

I don't think so. You can't really have a conversation with them to convince them to move back. I've had Yuna hang out in my town since she moved out and I wish I could get her back...

If someone you know adopted him from you, you could always adopt him back after a 16 cycle.

I've seen the same 4 or 5 villagers hanging around for months. You'll be seeing Fang for a long time...

I've had the same villagers hanging around for literally years, lol. I don't even remember having some of them at this point.
