Anyone else having problems with moving villagers out?

I was wondering, did something change with the last update when it comes to villagers deciding to move out? because I just don't know if I'm having the worst luck ever or if something changed within the game mechanics. I'm at 10 villagers and there is only three I'm willing to let go, but they absolutely refuse to move out! And it's not like I have a high friendship with them, but it seems like the moveout bubble is rarely present when I load up my game, and even if i don't talk to them, the next day there's no bubble.
So 10 days of ingame tting look like this:
  1. Gigi has a thought bubble and that's a no. I do the house kit thing just to be safe.
  2. Gigi has the bubble again! wasn't the housing kit supposed to prevent this?
  3. No bubble.
  4. No bubble.
  5. No bubble.
  6. Lyman has it now, hard no as well. Not bothering with the housekit thing anymore
  7. No bubble.
  8. No bubble.
  9. No bubble.
  10. No bubble.
Anyone has been stuck like this? what did you do to break the thought-bubble dry spell?
 
Sometimes I have to reload the game a few times to get the bubble to appear. For example, sometimes a villager won't have the bubble on startup but if I reload or play later in the day, the bubble will show up.

Regular bubbles can also happen on move out bubble days, so sometimes it may be a false alarm if a villager you like has the bubble. If you reload the game more than once and the same villager has a bubble, that's a good indication it's probably the move out bubble.

I'm not sure there's an ideal solution. The best I can think of is reloading the game, time-traveling, or just waiting it out.
 
Remember that the newest addition to your island cannot move out. I dont know why you said that 3 of them wont move out, that weird? The only way to move a villager out other than the thought bubble is through the campsite or amiibos. Every 2 weeks your guaranteed to get atleast 1 villager to have a moving out thought bubble.

Which villager gets the move out thought bubble is influenced by friendship. The lower the friendship, the more likely the villager is to get the move out bubble (unless all villagers are at an equal level of friendship).

Let try to explain this. so that way it doesn't sound too complicated. It takes like 15 days for a villager to have a move out thought bubble. The only problem is that the reason why your villager didn't want to move out was because you had a high friendship with them. Meaning that they could be thinking about giving you a nickname, asking you to deliver a gift because they got into a fight with one of the other villagers, and of course the most annoying one asking you if you wanted a gift but you didn't ask for it. If they call your name then your chances of getting the thought bubble are gone on that day so you may have to wait or time travel the next day and try again.

Now if your villager had lower friendship you had a better chance of getting the one with the move out thought bubble. However, its important to note that the thought bubble can go on other villagers, when you said Lyman thats one of the examples where it can land on a different villager. So the problem is that its RNG because it can be time consuming trying to get the thought bubble on the right villager.
 
So, actually, unless Im missreading what was just said above, you want your target villager to have high friendship with you. I have four pictures of Sherb, and he asks to leave often.

So if you have a villager, say one of your favorite of all time asking to leave, its nothing you've done. They're just wanting to see new places, because they know, they've been on your island, they've had a good time, so they wanna move on.

If you come across a villager you have no attachments too, well being mean cuts the likily hood of wanting to leave to basically 1%. They don't know you, they don't know the island, they wanna see what it has to offer, and most importantly, they wanna meet you.

Then its simple. You pound them with friendship, talk to them lots, but not enough to depress them, you dont want to make them upset, being mean won't work.

Shower them in lusious fruit. They will get enough, since they've been, and experienced your friendship.

So then there is a high chance that they will want to leave. Just be a good friend in other words.

What I said was you need to have your villager have low friendship so that way it makes it easier to get the thought bubble on them. If you have a high friendship it makes it harder because most times you often get the ones where they want to give you a gift or a nickname. Like I said before even if you have a low friendship with one of your villagers the thought bubble can still can on any villager. Its RNG so it can take a lot of time to make them move out.
