Are all New Leaf villagers present?

I tried to google but this info is surrounded by lots of spoilers so I'd rather be safe and just ask. I know there are 8 additional new villagers, but are ALL the villagers from New Leaf in this game? Are the Welcome Amiibo villagers in the game? I'm curious since I have all the amiibo cards and I just wanna know if there are villager cards I won't be able to use because they aren't in the game.

Yes, all original 333 + 50 Welcome Amiibo villagers are in New Horizons, plus the 8 new villagers.

I believe all the normal villagers that were present in New Leaf are in the game, including the ones added back in by the Welcome Amiibo update. The villagers who are not in the game right now are ones added by scanning amiibo figures from other games (Splatoon, Zelda, Monster Hunter, etc...) and the villagers added from the Hello Kitty-branded cards.
