Are amiibo cards the only way to get villagers?

How will we get to be able to design someones house? is it random like theyre walking around the town and we ask them, hey you need something done to your house? or is it only the amiibo cards that you can go to that persons house? sorry if theres already a thread for this out somewhere. thanks!:)
 
No.

Villagers will appear randomly on Mini Main Street with requests. You then speak to them and you'll be able to design their house.
The amiibo cards essentially bypass this, and by scanning in their amiibo card, will force load the villager in the game, allowing you to bypass having to wait for them to appear on Mini Main Street.
Basically the amiibo cards let you get the villager instantly without having to randomly wait for them to appear.

The amiibo cards are only needed for the Special NPC characters, who will not appear on Mini Main Street with requests, and can only have their houses designed via scanning in their respective amiibo card.

ah i see thank you. that was something that was confusing. i saw the new video playback promo where cesar was on the street and go ttalked to and eunice was there thinking something. when you see them thinking, does that mean that they are someone you can talk to? like there are options of who you can talk to? and i wonder if you can only decorate one persons house per day?

Anyone can correct me if I'm wrong, but I'm pretty sure the game doesn't follow a real-clock, so you can probably design more than one house each day.

pretty much this

in the game, each time you decorate a house counts as a "day" then you have to basically write up your report and force load the next day. So in game terminology, yes, you can only design one house per day. but IRL days, you can design as many as you want,
