Are we getting more 2.0 new villagers in Happy Home Paradise?

I have only designed a few houses, but I already got Petri and Marlo. Am I right in assuming that the game lottery system prioritizes new villagers?
If so, that is great news for me. I get to meet these cute characters without moving out my old villagers on my island.

There are new villagers who ask for designs every day, and if you've already designed their house, they won't show up on the front beach again ^^

And I've gotten a mixture of all of the villagers, though I have seen the new ones around more, I don't think it actually prioritizes them

When I started HHP, I noticed that I did see at least one 2.0 villager and one previous or current resident of my island on the beach. I have no idea if this was really good RNG, or if the algorithm prioritized these, but it was great to see both new and familiar faces for the first week of play.

During the course of designing 30 houses, I think I met 8-10 of the new villagers. Some I made houses for, others I ignored.

I’ve seen every new villager on the beach or the cafe except Ione and Fret, and the first couple weeks I played there was at least one a day available
