Is it true you can only catch a Arowana until the first half of September?

For the record, this is about City Folk.

I know this was posted in September, but I believe only in the first animal crossing and wild world, the arowana was available from june to september 15th. With CF, it only says June-September. Which I'm assuming could be the whole month of september but I'm not too sure, it's pretty vague.
