When you use amiibo cards + Wisp to choose a specific villager to move, it's almost instant. With TTing it usually take 10 mins-ish.
If we are using the 'organic/old' way to cycle out a villager, well, THAT would take a long while lol.

Yes, you can pick whoever you want to scan in (if you have the amiibo card), and decide who to kick out of your town.
Pretty handy lol.
