Best Cycling method?

I've been cycling for a long time but I still haven't found a sure fire way to get villagers out without accidentally voiding people. Anyone have any good methods that will stop villagers from randomly moving without me knowing?

I haven't heard of a definite way to do it and I don't think there would be one anyway.
I use this guide [clicky] to see who is moving out and who isn't. I don't know any tricks to get "that one villager" to move out, but this guide certainly helps me so I do not accidentally void one of my dreamies.
