So Jay is in my campsite and I'm lookng for a new jock. So I got him to ask to move in and we played a game but I lost (like usual) and now he doesn't want to move in. He's mentioned it a few more times but always says he can't live his old town now. Am I just screwed?

No, just keep asking. I ended up losing to Sparro twice before I finally won the game to get him to move in. After each loss, there was a bunch of asks where he said he would just stay where he was.
