Can anyone resize this for me?

I got this commission today and I want to put it in my sig, but I cant resize it to something that will fit in my sig without it becoming blurry ;w; can anybody help?

I tried photoshop but all I have is CS2 and it doesn't load animation properly :/
As close to 250 in height but less than!

with pixels and resizing you have to deal with it being super choppy like Jint's resize or somewhat blurry. it gets blurry to fill in the unknown areas that become choppy in non-blurred resizes like Jint's. id just deal with it being slightly blurry.
