Can I adopt/encounter villagers on Islands tours when my villager is in boxes

So far none have pinged me to move but I'm curious if I can actually adopt someone while they are in boxes or if I need to wait one day for them to move out 100%?

Also, how soon can I expect a random move-in after the 10th villager leaves in the event that I don't adopt anyone.

You need to have an open unsold plot in order to invite someone from someone elses town.

Your next villager can come the day after someone moves out or 5 days. It's all random.

So then I can't adopt when someone is still in boxes?
I already have 10 villagers.
