Can villagers still move without informing you?

I know that in New Leaf some people would miss their villager pings and have them move out unexpectedly.
Does this still happen in New Horizons?
Also, when do villagers get into boxes after they announce that they're moving?

That would be scary if they don't inform you and just move out the next day.
I hope that's not the case and that they have to tell you first which would also explain the shorter wait time before they move.

No, I THINK (only based on my limited experience) no one will move unless you specifically give them the okay.
