can you make your person a girl?

you'll have the option to say isn't it cute after you type your name. then your a girl

yup it's only possible when making a new character (thus in the beginning)

Yes, the only way to choose your gender is at the beginning of the game, when you're on the bus with Rover. No, you can't change your gender in the middle of the game unless you have Homebrew & ACToolKit (Can't talk about it), any other way, not possible. You'd have to restart your character.

Or you could just get a girl haircut. But I don't remember how to do that / what that happens.

To get a female hairstyle if you're a boy, or a male hairstyle if you're a girl, I believe you have to try many different hairstyles first.
