Can’t get final rock to spawn in “rock garden”

I’ve been at this for hours, and the spot that refuses to spawn a rock is actually the very first spot I left open hoping rock 1 would spawn in it. Nothing I did seemed to coax the rock to spawn, so I opened up the other 5 spots in the area, and 5 rocks proceeded to spawn back to back in the allotted spots, until I was again left with this seemingly cursed spot that won’t take a rock. I’m not sure what if anything I can do here. As far as I can see there is quite literally nothing at all in the surrounding area, and I’ve quadruple checked every square centimeter of my island to make sure all other possible spawn locations are covered and that the rock hasn’t spawned anywhere else.

Does anyone have any ideas what my problem might be or any suggestions of things I could try to get the 6th rock in the open spot? Thanks in advance for any ideas anyone might have.

Not sure but maybe you could test if it's a dead spot by planting or transplanting a tree there, see if it allows it, if a tree can grow there a rock can go there I think.

I have tried a tree and a flower, both of which planted just fine. Now in the process of removing cliffs, water, trees, and shrubs from spaces that are sort of in the same general area.

Edit: I found the rock hiding somewhere, so destroyed it and covered the space, then had it hop around to a couple more spots I missed, then nothing. So I removed the tile to the left of where I want the rock, and it spawned. I tried again on the tile to the right, and it spawned there too. I just don’t understand. Of course the one spot I want this rock is apparently the only tile on my whole island that for no apparent reason will accept any other plant or item except rocks. So disheartened. And it’s gonna take me ages to clean up the huge mess all over the island.
