Can't Unlock Harv's Island. Help.

I have a three-star island rating and received the letter claiming he needed help with Cyrus and Reese. Is this not the letter for the shops to open? I am so confused, lol. Can anyone give me any advice as to what I may be doing wrong? Do I have to do an actual photo shoot to unlock this next phase?

the letter harvey sent you about helping with cyrus and reese sounds like it’s in regards to the wedding season event, which takes place during the entire month of june. i looked it up, and here are the requirements you need to meet in order to unlock harvey’s shopping plaza:

• receive the photoshoot/photopia tutorial from harvey by speaking to him when there isn’t an event going on
• a 3-star island rating (which you have)
• unlocked k.k. slider
• your museum has all exhibits unlocked (including the art and deep-sea creature exhibits), and at least one donation made to each exhibit

participating in the wedding season event or using photopia isn’t necessary in order to unlock the shops, but you do need to have listened to harvey’s tutorial about how to use photopia.
