Completely free gfx art and art programs?

those anyone know any?....thats not gimp?

"...That's not GIMP" is really the key phrase here; other free art programs aren't mentioned as often and aren't as widespread as GIMP because, simply put, they are lacking in comparison to what GIMP has to offer.

I mean, you could try browser editors like Pixlr, or downloadable programs like Paint.NET, but the best free image manipulation program that's out there and proven to be good with graphics-making is GIMP.

Of course, this answer definitely wasn't the one you were looking for, but if you're serious about this then GIMP is the way to go. If not, I suppose you could try out the other programs I listed above and see which one you like.
(Oh, and if you wanted suggestions for programs that are good for drawing - GIMP can do that too, but I've seen people say good things about FireAlpaca and MyPaint. Anything else on [this] list could be good as well.)

paint.net works for me for graphics, so .
 
^ I actually downloaded Paint.NET once to see what it was all about, and I literally could not use it x_x
Though that's mainly because I was already accustomed to GIMP, and there are a lot of cool features that make stuff like rendering, making graphics, and image manipulation easier in GIMP that I missed while attempting to use Paint.NET. So it really makes a difference which program you start with, I'd say. And ultimately GIMP would be the better one to start off with imo, because there's a lot of support for it in the graphic-making community (i.e. there are more signature tutorials for GIMP than there are for Paint.NET, last time I checked).

But one of the things I really liked about Paint.NET was the interface; the program is very user friendly, and there are certainly people who can use Paint.NET well for graphics, such as yourself ;-]

I think you can get Photoshop for free or at a discount (should cost between $10-20) if you are a student.

Edit: Photoshop CS2 should be free. It should work fine even though it's a little older if you just want to do some gfx.
