Everyone, the rumor is true... You can sell your town to TOM NOOK!
I didnt though, i just saw how much my town was worth, none million bells apparently, twelve including catalogue. I never did it, but if any of yall know how to make the price go up, im all ears!!!

You can make the price go up by having higher leveled T&T with the top being the T&T Emporium
You can also make your town price go up I think by having a more completed main street (Not 100% sure)
Lastly, I am not sure if this one is true, but your town price goes up depending on the size of your tree in your plaza.
