and now i'll have to move someone out that was there before him in order to get him out?

it's very very hard to move out 10th villagers, especially if you didn't ask for them to be in your town
for example with wart jr, not only did i have to move out olivia who was there before him, but i had to move hazel in before he asked to leave
so for moe to leave, i'll have to get someone to leave (but i can't because they're all my dreamies, or i'm extremely attached :|) in order to get him out

I'm not too sure.
Maybe you should try disabling spotpass/streetpass before you finish cycling?
If you keep saying no to everyone he might eventually ask?

it's very very hard to move out 10th villagers, especially if you didn't ask for them to be in your town
for example with wart jr, not only did i have to move out olivia who was there before him, but i had to move hazel in before he asked to leave

But there might still be a chance that it random but it harder to move him.
