the guide book says to go to a town in Europe and Tortimer will give you something nice.

Ah ok, so it's not really a European event, more like an "americans get something nice by going to a European's town and talking to Tortimer" which is kinda sad, if you ask me >_>

What about the mid-winters festival? Any information on that?

I'm not so sure but it says to go to a European town and talk to Tortimer same as the N or N day. so i guess you get a special gift too!
