During winter I had them spawning on my paths.
They werent custom paths but the brick paths.
 
I personally don’t see them spawn on paths, but I don’t have that many put down on my island.

I do have a campsite area that has a lot of grass paths so I assume that the snowballs would spawn there, but instead they didn't. I wondered around my island and I couldn't find them, until I discovered they were at my flower garden that you see in the OP.

I'm NH but back in winter I would very consistently have one snowball spawn in a brick paved area, and the other would be somewhere in the grass near it.

Okay I've been restarting so many times and the snowballs are still spawning around more areas. I saw it spawn in the flower garden and its in a place where I can't even kick the snowball. I mean this is ridiculous. I don't know if Nintendo doesn't know about this but this is an issue.
 
This happened to me as well a couple of times. I am in the Southern Hemisphere, but I'm staying in Jan/Feb to match my island's theme.

But when I did have my island in winter last year, I had snowballs spawning on my custom paths as well. I thought it was odd, but didn't really think much of it. It's very strange though.
 
This is great to hear actually. I barely have any grass in my town, and though I wasn’t too disappointed that I wouldn’t be able to build a snowman, it’s nice to know I am able to if I wanted to. Last year I skipped winter, but maybe this year I won’t.

You shouldn't have to restart, you can break them and then go into a building and that will trigger the respawn. Unless you're saying they don't move at all.

Also, If you have a lot of custom paths then it's bound to happen. I also don't see Nintendo doing anything about it, but they've surprised me before with bug fixes.

Well this was not how it was the last time I remember.
 
I would constantly bust snowballs last winter and then a little bit later they were respawned somewhere else. It's been like that in every AC game I think.
it's supposed to spawn in the grass patterns but for whatever reason it's it's spawned on the custom patterns. Again like I said I kept trying and it's still refuses to spawn in the area that I wanted to that has the grass patterns
 
I've had them spawn in awkward places before. If you break one or push it into water, just go inside a building and come out; it will respawn in a new spot. Hopefully you can get them to show up where it is easier to build.

Well I guess I will just have to get rid of custom paths just to make grass areas where the snowballs are. Can already tell this is going to get annoying. I never had this issue before on the old island last year. Hopefully Nintendo fixes this

Make a path that is 11 tiles long.
Make a snow ball as big as it will get and push it along that path.
Push it on to a snowball that is as big as you can get.

It will be perfect every time.

So make a snow ball full size. Put it next to an 11 tile path.
Push another full size snow ball down that 11 tile path and on top of the other snow ball.

Every time it will be perfect
