I want to put my museum on one of the cliffs, but I want to make sure that it’s still accessible to my villagers! I know they can’t vault across the river like we can (hence building bridges). I just can’t see moving it - or building inclines at all - if they can’t climb them! Thank you!

They do! And sometimes when I talk to them they even mention how it's nice to be able to reach the upper levels of the island.

I notice that if there isn't a bridge connecting two pieces of land, or an incline to help them on the cliff, villagers actually can't access those spots. NPCs are exempt from this however, not sure why.
For example I have an incline leading up to my campsite, however it's attached to a piece of land that isn't accessible via bridge for the villagers to cross... So they never appear around that area. They only show up in areas they can access naturally.

I built several villager houses up on cliffs with no ramp/bridge access to the area. they still manage to make their way back home and to the square repeatedly. They teleport. It's very immersion breaking.

Now that you mention it yeah they do teleport down to the "main" area so to speak, but I never see any of my villagers teleport up onto the cliffs if that makes sense. Maybe it teleports the isolated villagers so they can interact with everyone else easier?

I’ve noticed that my villagers whose houses are on an inaccessible cliff can come down to the square, but villagers who live on the lower level cannot go up to the cliffs.
