Do you need 100% approval rating to move villagers out?

I got a second town and I resetted and found Bunnie and I want her to move to my main town, do I need a 100% approval rating for villagers to move out?

What do you mean??
I think as long as you have space in your main town-- you'll be fine moving her in!
 
Yes, I do believe you have to have 100% approval rating before someone can move out.

You do not need 100%, you just need 9 villagers to start the move out process
 
I do but non of them won't move out at all >.<
 
You don't need the 100% approval rating, but your better off with it because it's harder for them to move without it. I only had one villager leave when I was still get the aprroval rating (it took months just for one guy). After I got the 100%, off the bat one villager asked to leave. Just talk to your villagers every day and buy your house and your good ( time travel one day at a time).

The quickest way I can think of is just TT day by day talking to everybody and donating stuff to the museum until you're at 100%.
