Lollipops are randomly given by villagers wandering outside. Just give them candy until you get one. They will keep asking you for candy so feel free to talk to them again.

You can talk to villagers inside their houses, but they will only give you candy. Also, if you wear Jack's costume, they will only give you candy. So it's best not to wear those unless you've run out of candy to give.
