How often do they spawn?
Any methods to increase my chances of encountering one?
I only just started playing late this past July.

Once you start the game for the day, don't make a snowboy yet, so that you have two snowballs on the ground.

Just enter and exit any building close to the snowballs repeatedly until you find one rolling the snowballs. That's how I did it.

I found, since I couldn't get them to spawn, fully leaving the game then coming back had one spawn.

I was working on clearing some flowers out to make room to roll snowballs and had 2 of them spawn on the same snowball( one got scared off before the other spawned and I caught it)

Like others, I've also found that entering and exiting a building worked. Sometimes rolling the snowball a bit and entering and exit worked. Best of luck!
