You cannot change out of the blazer when you are working, that is when you are decorating a house. But you can when you are just visiting, Drag your character off to the left of the lower screen when on a visit and place your character over the clothing icon that pops up. You can change into anything available then including other tops, dresses and QR outfits. You can dress the animals in the same way.
