False rumour: someone said you can change a villager's home without HHP?

So, I had a twitch stream of someone playing the New Horizons update on in the background of working, and someone came into the chat to say that a villager had just asked them to redecorate their house, while this person hadn't bought the DLC. Now I'm really wondering whether that was true? I thought, from the Nintendo Direct, that that was an exclusive feature for if you had bought the HHP DLC? Can anyone confirm (or deny) this?

Edit: Just adding that I probably think that this person was lying, but I'd like to know for sure. Changed the title as well, because I realised this read a bit clickbaitey, which wasn't my intention. Changed it for a third time (lol) because I keep forgetting it's called Happy Home Paradise now :')

Edit: Changed it for the last time so no one gets their hopes up, I hope I didn't cause any confusion for anybody! I don't remember if a normal member can lock a thread, but if any mods think this needs to be locked, go ahead :)

People say a lot of things. Without proof or evidence, it's probably just someone looking for attention.
This was honestly exactly what I was thinking, but I'd love to know for sure. While it doesn't seem likely, Nintendo has pulled weirder stuff.
 
Its my guess the villagers probably just invited the player over to their house and mistook it for the feature.
 
I honestly believe nintendo would never release such a perk for free without getting the paid dlc as it wouldnt make sense to buy add on’s for the game if you get a large chunk of a feature for nothing.
 
I am sorry to tell you but this is false. You do have to do Happy Home Paradise and make enough homes and facilities in order to unlock the feature to customize villager homes on your island. So to prevent misinformation make sure you tell people that they have to do it. I don't know if that person was trolling or maybe it was unintentional that they were somehow guessing because they didn't play the game or know how it worked.
 
Ah, thank you all for helping. Will change the thread now to reflect this (as RoxasFan said, I don't want to confuse people). I think this person must have been trolling tbh...
