I'm not selling her but I definitely recommend Maruchan, they helped me out with Fauna, it was about 20 TBT but Maruchan is super sweet and gave me a bonus gift.

Hi~
What they mean by "16 villager cycle" is that if she moved out recently, you won't be able to get her back in your town until 16 villagers have come an gone from your town.
Basically what happens is that in your file you have your active villager slots (i.e. Ribot, Margie, Rudy... the rest of your villagers) but then you have 16 voided slots that are filled with the last 16 villagers that moved out of your town. That's why you see some old villagers in your stores sometimes, the data is held on. The data exists in your game until someone new moves out of your town and takes one of those slots. While someone is in a voided / moved out slot, they cannot be added back in the game until 16 more villagers have moved out of your game.
SO short explanation: You need to move out 16 villagers since Fauna left before you are able to get her back ;;
