Yay! I don't know if this make a difference, but basically, all my "cleared" areas were up. That is, on the cliffs and higher elevation. I cleared an area on the lowest/actual island area, and they spawned instantly. So happy.
Thanks to everyone who posted anywhere about snowballs, I read it all trying to figure out my issue.
They're difficult to find sometimes. It can be a tedious process, but they're bound to show up. Yesterday, I created one large snowball, but I accidentally broke the other snowball. You can go inside a building and come back out and the large one you rolled up will still remain the size and in the same place you left it, that way you don't have to do all that work again.
