the reason the clauses (sleep, OHKO, and evasion are really the only ones that come to mind that are enforced in most places, honestly) exist are to balance gameplay and to open new, fair teams.
if garchomp was on every team, then no team would be truly unique, and if a team strayed from using/countering garchomp, they would be at a severe disadvantage, which is why he (and last i heard of, salmence) are banned from competitive play, in smogon's books.
whoever you're playing with can go by any rules, smogon's are just the most tested, and most trusted.
hypnosis was never banned, but having two pokemon asleep is what the sleep clause is, when used. I highly recommend you play by it, as a team with a fast persian/crobat is hard enough with one pokemon guaranteed to be asleep.
though platinum's dropping hypnosis' accuracy by 10% made it a lot less viable.. there's still the likes of jumpluff and roserade using sleep powder.
tl;dr, clauses exist to keep the game balanced. garchomp was made uber by smogon's standards because of testing, not just because they didn't like him. there are too many ways to use and abuse garchomp's massive stats and movepool to consider him anything but uber, whether or not he fares well in the tier.
as for salamence: draco meteor + choice specs wrecks anything not named blissey.
as for evasion, enjoy fighting a blissey that uses minimize, or any pokemon in the game (except magikarp and feebas, i believe) double teaming up on you and being untouchable.
strategies like evasion and OHKO are cheap, because all it takes is using a pokemon with the stats to abuse that one move, instead of crafting a team that can focus on one aspect or theme, such as stall or pure offensive blitz.
but eh.

1/10.. i guess you tried, but it's really all one big brown blob.. which doesn't show that it's a tree/stump in any way, other than it's two "limbs"..
I don't understand how its anything but a volcano with a smiling face on it.. but eh. hope the next one (as i'm sure there'll be more) is better.
