First three villagers? Spoilers

So, can the first three villagers only be invited via nook ticket islands?
For instance, if I have a villager in my town in boxes and a friend is at the point of the 3 plots to build...can they only invite island ones?

We tried this earlier and the villager wasn't giving the option to move in. So I'm wondering if they only will with the 10k plots after the 3 nook has you build.

i believe it can only either be from the island tours or someone random the game generates because we are technically still in tutorial

It's this type of story thing with the game that forces you to get the three villagers in the mystery island and the first camper. I don't really know.

I think the game is 'forcing' you to only get from the islands or as a random move-in because the personality types are presented to us in a certain order? Like how we only start with jock and uchi. Then get normal, lazy, and peppy I believe from the islands? Something like that >.<
