You won’t gain more design slots with another character. It isn’t like the older games.

EDIT: She may need an online membership, but I’m not sure.

Yep, she's a whole new islander, so everything is new for her. She even lives in a tent. Since the game is made to think this is s whole new person

But to add another person is free, and you can as many times as you want
