From what I've read on the subject, it seems the four leaf clover helps with all aspects which involve luck in the game. Your character's luck is also influenced by other things, like the feng shui used in the interior design of your house and the number of different lucky items in your house.
So what things in the game are influenced by luck? Not everyone agrees here... but it seems to be the following (depending on which sources you look at): the appearance of rare fish and bugs, the chances of getting hybrids, the appearance of spotlight items at Tom Nook's, the likelihood that the painting at Redd's will be real, the odds of getting a gold or silver axe from Serena, the frequency with which balloons appear over your town, and the odds that special characters will appear (like Gulliver or Sahara).
All this is fairly speculative, basically someone says "I think Gulliver shows up more often if you have good luck" and nobody can really disprove the theory, so it stands. It's kind of like the whole windmill/lighthouse thing. Nobody, anywhere, ever, has proven that the lighthouse attracts rare fish or that the windmill does any of the numerous things it has been attributed with, but nobody can 100% disprove these things either.
