So I got TIY maybe a month or so ago, and Gracie still hasn't come. When will she come? Do you have to spend a certain amount of money in TIY first, or does Gracie just show up randomly? I go on new leaf as much as I can, I might've missed a few days though. So do I just have bad luck or is there something I'm not doing? Thanks, and sorry if there's already a thread for this!

If you mean twice in one day, that doesn't happen.
I share my game with my kid sister and she only does one check per visit. (My sister passed a check, then I went to see Gracie but she wasn't there; I unlocked the Emporium with 4 visits despite having 2 active characters.)
Gracie won't show up until you have spent 70k at the store. You then have to pass the fashion check 4 times, have spent another 30k and TIY has been open for at least 30 days for the final store upgrade to happen. Maybe you haven't spent the 70k yet.

She's completely random. I got her twice in quick succession and failed both times due to her picking the most silly categories. But when I do see her again (been about a month since she was last here) I will be ready, I have a museum room with each theme all laid out in groups of 4... Come at me Gracie!!
