Happy Home Academy Items?

I'm wanting to collect all the item rewards you get from the HHA.
All the plaques, trophies and pennant.

If I overachieve and qualify for say gold, does that mean I cannot be sent the silver and bronze items?
Should I keep my house crappy and upgrade it slowly to get the rewards one by one?
