Also, does anybody know which villagers give you the different flowers?

You get the HHN by 1) having the update installed and 2) after completing the tutorial homes/businesses

Plants are unlocked by lots of different villagers. Anyone who mentions gardens usually unlocks flowers as well as random villagers.

You'll unlock HHN specifically after building your second facility (choice of either cafe/hospital/store). It's not related to the handbook
